No one will implement them, not here, not ever. Every place that I have ever lived has spent 1.0x per capita for new services required by growth but only collected 0.9x in revenues. I have never recieved a dividend check from companies like Banning-Lewis Ranch, the Broadmoor, or any of the homebuilders for my forced investments in their businesses. Until we tie a tax structure (i.e. property taxes) to the growth, nothing will change. The Republicans say that they don't want "redistributioin of wealth". None of them are willing to pay their fair share. Great ideas. No one will implement them, not here, not ever.
